REEDSPORT, Ore. – A former employee of Lower Umpqua Hospital District has entered into a civil compromise agreement after admitting to stealing from the hospital and its patients. As part of the agreement, the charges against Tammy June Bishop, 56, have been dismissed, provided she repays the stolen funds.
The incident came to light in October 2022, when the hospital revealed that an employee had mishandled patient payments. The hospital placed the employee on leave while an investigation was conducted, and law enforcement was notified about the theft. On October 5, 2023, Bishop was formally charged with two counts of first-degree theft and six counts of computer crime. Prosecutors claimed Bishop stole at least $2,000 from patient payments.
On March 4, 2025, the hospital and Bishop reached a civil compromise, which allowed her to avoid a criminal conviction in exchange for repaying the stolen funds. Specific details of the civil compromise have not been made public, but the agreement includes a statement from Bishop in which she apologized for her actions and committed to repaying the money.
John Chivers, CEO of Lower Umpqua Hospital District, expressed relief that the matter was resolved and stated that the hospital is eager to move forward with its mission of improving healthcare for the local community.
“This issue is behind us now, and we’re focused on continuing our work of enhancing the health and well-being of our community,” Chivers said in a written statement.
The resolution of this case through a civil compromise reflects a growing trend in some jurisdictions, where individuals may be allowed to make restitution without facing a criminal conviction, provided they meet the terms of the agreement.
