Astoria police department honors staff and first responders at annual awards ceremony

Astoria, OREGON – The Astoria Police Department recognized multiple employees and partner responders during its Second Annual Awards Ceremony held this weekend, highlighting outstanding performance across dispatch, patrol, and investigative units.

Officials honored Dispatcher Megan Holthusen for answering 98.7% of 911 calls within 10 seconds, while Dispatcher Jodi Frost was recognized for handling 11,131 calls in 2025, representing 18% of all calls received by the communications center.

The department also recognized the Columbia River Bar Pilot Vessel Swift crew for assisting in a water rescue in the Columbia River.

Distinguished Service Commendations were presented to Dispatchers Bella Byers and Kiara Stephens for their response to a multi-jurisdictional vehicle pursuit, and to Officer Brawley and Officer Sladek for their actions during a fire at the Atomic Hotel, including evacuating guests and arresting the individual responsible. Cadet Mendez-Hernandez received a Notice of Recognition for assisting during the incident.

Additional commendations were presented to Sergeant Randall, Senior Officer Gerig, Dispatcher Byers, and Dispatcher Stephens for their coordinated response to a complex fatal crash involving multiple scenes.

Officer Stockton received a Meritorious Service Commendation for investigative work leading to an arrest in a bomb-related case at the Sunset Beach Access, as well as recognition for leading the department in DUI arrests. He was also named Officer of the Year.

Detective Sergio Carrera was named Investigations and Enforcement Officer of the Year, while Sergeant Litwin received recognition as Community Policing Officer of the Year. Dispatcher Jodi Frost was also named Dispatcher of the Year.

Officials said the ceremony highlighted the dedication, coordination, and public safety efforts of department personnel and partner agencies throughout the year.
