TENMILE, Ore. — The Oregon Department of Transportation (ODOT) is set to begin construction work this week on the emergency replacement of a culvert along Highway 42, which was severely damaged by flooding last month. The damage, caused by heavy rainfall and subsequent flooding on March 15, has led to the closure of one lane on the highway near Shields Creek.
ODOT officials discovered the damage approximately a week after the flooding event. Initially, only minor erosion was observed around the upstream end of the culvert, but upon further inspection, it was revealed that the 30-inch pipe had separated into three pieces. In response, the agency used filler rock to temporarily address the damage, stabilizing the area until a permanent solution could be put in place.
The replacement project, which has been described as challenging due to the difficult terrain and narrow roadway, will involve the installation of a much larger nine-foot diameter culvert. The new structure is designed to withstand most high-water events and will also incorporate a natural streambed, allowing for improved fish passage—a key environmental consideration.
Currently, the highway is operating with a single lane open to traffic, managed by flaggers. The construction zone will affect both lanes of Highway 42, and a single-lane bypass will be built along the east side of the highway, extending approximately 800 feet. ODOT expects the project to be completed by Memorial Day weekend, aiming to minimize disruption for local drivers and travelers.
ODOT officials emphasized that the replacement of the culvert is critical not only for maintaining the integrity of the roadway but also for mitigating future flood risks and ensuring the health of the surrounding ecosystem. The project’s swift implementation underscores the department’s commitment to addressing infrastructure issues quickly and efficiently, particularly in the wake of natural disasters.
