ST. HELENS, Ore. — The city of St. Helens is reeling from a new scandal involving its former Police Chief, Brian Greenway. A recent investigation has uncovered a series of troubling allegations against the former chief, whose resignation in October 2024 came amid mounting scrutiny.

An outside investigator was brought in to examine complaints against Greenway, and the resulting report, obtained by The Oregonian, paints a damaging picture of misconduct. Among the most serious accusations is that Greenway sent sexually explicit text messages to multiple employees within the police department. The report suggests that such behavior would have likely led to disciplinary action had Greenway not stepped down from his post.

The investigation also uncovered claims that Greenway engaged in falsifying fitness test results for his officers. According to several officers interviewed during the probe, the former chief awarded pay increases to some officers without requiring them to complete the necessary fitness tests. This raises questions about fairness and integrity within the department, particularly regarding the process of evaluating performance and awarding pay bumps.

In addition to these allegations, the report reveals that Greenway allegedly interfered with mutual aid operations, blocking his officers from assisting the sheriff’s department when needed. Such actions are seen as a failure in collaboration and could have strained relationships between local law enforcement agencies.

The findings have shaken the community and cast a shadow over the St. Helens Police Department, which is now left to contend with the fallout from these serious accusations. While Greenway resigned before any formal disciplinary action could be taken, the damage to the department’s reputation and the trust of its officers and the public is substantial.

As the investigation continues, questions remain about the future of the department and how it will address these allegations. Local leaders are under increasing pressure to restore confidence in the force, ensuring that such incidents are not repeated and that accountability is upheld. For now, the city of St. Helens is left grappling with the aftermath of a scandal that has left many questioning the integrity of their law enforcement leadership.
