Astoria, Ore. — A 26-year-old man was sentenced to 25 years in prison after pleading guilty to two counts of first-degree manslaughter for his role in a fatal shooting that claimed the lives of Jamahl Nash and Stanafurd Blacknall on October 12, 2022.
Frank Efrin Nifon, who had been released from prison less than a year prior, was involved in the deadly incident that occurred outside a 7-Eleven store on Southeast Lake Road in Milwaukie, Oregon. Nifon, along with 20-year-old Kaythan Tenry, who is still awaiting trial, confronted the two victims, Nash and Blacknall, in what authorities believe was connected to a drug deal.
Surveillance footage from the scene captured Nash’s car arriving at the parking lot at approximately 1:31 a.m. Before long, the footage shows the vehicle speeding away just two minutes later, as Nifon and Tenry fired a barrage of 17 shots at the car. In the aftermath, Nash lost control of the vehicle and crashed into a fire hydrant near Southeast 122nd Avenue and Southeast Highway 212. Both victims were later found shot to death inside the car.
Nearby security cameras at Lake Crest Apartments recorded muzzle flashes during the shooting, as well as images of the suspects returning to an apartment shortly after. Law enforcement quickly circulated these images to authorities, leading to the identification of Nifon and Tenry.
On October 14, 2022, a Clackamas County Sheriff’s Office deputy, who was investigating an unrelated shooting, identified the two suspects at Kaiser Sunnyside Hospital. During the investigation, Deputy Ryan Castro recovered a firearm that was later confirmed through ballistic testing to match shell casings found at the 7-Eleven scene.
In addition to the manslaughter charges, Nifon also pleaded guilty to unlawful use of a weapon in an unrelated case, which resulted in a concurrent five-year sentence. Nifon’s criminal history and actions leading to the deaths of Nash and Blacknall have sparked significant attention, highlighting the ongoing issues of violence and crime in the region.
As Nifon faces his sentence, the investigation continues, and Tenry’s upcoming trial will likely provide more details about the events that led to the shooting.
