PORTLAND, Ore. — In a concerted effort to combat human trafficking and commercial sexual solicitation, the Portland Police Bureau’s Human Trafficking Unit (HTU) launched intensified operations throughout the city, marking Human Trafficking Awareness Month. The targeted patrols, conducted along Northeast 82nd Avenue and Northeast Sandy Boulevard, were designed to address ongoing criminal activity in areas frequently cited for such offenses.
The HTU’s operation led to the arrest or citation of 33 individuals for violating Portland’s laws against commercial sexual solicitation and prostitution. Police reported that these individuals were found engaging in activities such as lingering near streets or attempting to stop pedestrians and drivers, commonly associated with solicitation.
Among those arrested were a wide range of ages, from a 19-year-old to a 70-year-old, highlighting the diverse nature of the individuals involved in the illicit activity. Additionally, six vehicles were towed, and valuable information was gathered concerning other suspected buyers, providers, and active trafficking investigations.
In the course of the operation, the HTU reached out to approximately 25 individuals involved in commercial sexual exploitation, offering connections to support services and resources. The bureau is working closely with the Portland Police Bureau’s Victim Services Unit and Safety Compass, a non-profit organization that aids individuals under 25 who are survivors of commercial sexual exploitation and human trafficking.
HTU officials emphasized that their investigations are complex, often involving a web of trauma and manipulation. Many survivors of human trafficking face significant barriers, such as repeated exposure to trauma, trauma bonds with their traffickers, and fear of retaliation. As a result, many survivors are hesitant to report crimes or engage with law enforcement.
The ongoing efforts reflect the city’s commitment to addressing human trafficking and providing much-needed assistance to survivors, while ensuring that perpetrators face legal consequences for their actions.
