Astoria, OR – The Astoria Police Department, in partnership with the Oregon State Police and Oregon Impact, carried out a pedestrian safety enforcement operation on Tuesday, July 22, 2025.
The effort targeted drivers who failed to yield to officers acting as pedestrians at marked and unmarked crosswalks.
The enforcement focused on three key locations: Marine Drive and 10th Street, Commercial Street and 15th Street, and Irving Avenue and 16th Street.
Police noted that the majority of drivers complied with the law during the operation. However, 47 traffic stops were made, 17 citations were issued, and one arrest occurred.
Rigel Ross, 50, of Astoria, was arrested for Driving Under the Influence of Alcohol after failing to stop for a pedestrian at the crosswalk on 16th Street and Irving Avenue, the same site of a fatal crash on June 1, 2025.
The enforcement initiative aims to improve pedestrian and driver safety throughout Astoria. Funding for the project came from grants awarded by Oregon Impact and the Oregon Department of Transportation.
